The promises and pitfalls of operationalizing inclusive growth

Inclusive growth is a resurgent concern for policymakers, raising questions about what economic development and the outcomes to be prioritized. This paper contributes literature by examining opportunities challenges emerging from attempts operationalize inclusive in four regional contexts Scotland. We show that applying ultimately rests on complex factors, local leadership autonomy through guidance analytical support provided other orders of government. Implementing hinges, indeed, securing incremental, practical change attentive varied challenges.
